If AUM represents your complex and there have been complaints about them to your local City you might want to make an inquiry to find out who is not satisfied with them and what their complaints have been.
Here is my little effort to start the snowball going downhill, never know what you might turn up. If you use email it costs you nothing, if you mail it just the cost of the stamp.

Dear Mayor Oberst and/or Records Request Officer:
Pursuant to the state open records act, I request access to and copies of letters/documents dealing with the private utility billing firm American Utility Management, of Oak Brook, Illinois and the apartment management firm Concord Management, Ltd, of Maitland, Florida.
Said companies doing business in Panama City Beach by acting as agent for various condominiums and apartment complexes for billings from the City of Panama City Beach’s, Water and Sewer Department, to said complexes; two of which are known to be Stone Harbor Apartments, 501 Alf Coleman Rd and Nautilus Cove Condominium 13700 PCB Parkway.
AUM/Concord are known to be the subject of various consumer complaints about unrealistically high water billings to owners and tenants of the various condominiums and apartment complexes and this request is for any and all documentation that may be found in the records of the City of Panama City Beach, quite possibly located in, but not limited to, the Mayors Office, City Managers Office, City Attorney's Office and the Water Department.
The request specifically requests, but is not limited to, complaints from residents about billing issues involving American Utility Management (aka: AUM) and/or the management firm Concord Management, Ltd of Maitland, Florida, the latter firm is known to employee AUM for both Stone Harbor and Nautilus Cove.
Said information is of public interest and is intended for publication, therefore a fee waiver is requested. A copy of this inquiry is being sent via email and USPS mail.
If my request is denied in whole or part, I ask that you justify all deletions by reference to specific exemptions of the act.
Please note that I am a condo Owner at Nautilus Cove Condominium (since 2007) and Florida taxpayer. Thank you for your assistance.
